Allentown newspaper The Morning Call said Luis Leon, 82, ended up in Guatemala after being handcuffed in a Philly immigration office while replacing his lost green card.

A state-appointed prosecutor has started taking control of cases that ordinarily would have been handled by Philly’s district attorney.
