The state says there are concerns the payments may have violated rules.
The Press of Atlantic City found more than $166,000 was paid to more than 84 school employees during the weeklong period before and after the 2012 storm. The newspaper found most of the payments were made as double time. Some were made to salaried employees.
The former Pleasantville school superintendent and three employees in Atlantic City have already returned the funds.
Atlantic City Superintendent Donna Haye has conducted an internal investigation and will present the report to the school board on Tuesday.
