A conversation with Michael Kelly, executive director of the Philadelphia Housing Authority

When Michael Kelly arrived in Philadelphia in December to serve as interim executive director of the Philadelphia Housing Authority, the agency was in upheaval after the abrupt dismissal of Executive Director Carl Greene in September. After Greene was fired, the U.S. Department of Housing took control of PHA and called on Kelly, an expert in turning around other troubled housing authorities, to help create a recovery plan for PHA. Earlier this month, Kelly was named permanent executive director of the Philadelphia Housing authority. Among his many challenges are restoring trust in the agency among its employees and its stakeholder groups, returning to the basics of property management and resident services and making PHA accountable and transparent in its practices. We talk about these challenges and his accomplishments when Michael Kelly joins Marty in this hour of Radio Times to share his vision for the future of the Philadelphia Housing Authority.
