Waterfront zoning overlay drafted, debating Overbrook Farms’ historic districting, Keith Haring in Point Breeze, PA considers green building legislation, onward Navy Yard boomtown

The Master Plan for the Central Delaware could get new teeth through zoning revisions. PlanPhilly’s Kellie Patrick Gates reports that planners from the Delaware River Waterfront Corporation and the City Planning Commission have drafted a new zoning overlay for the waterfront, integrating the vision of the Master Plan with updated zoning. Among the recommended changes: extending six streets to the waterfront and prohibiting developments that would obstruct clear views to the river on five more streets; requiring active uses on ground floors; “front yard” limitations; and breaking up the blocky-facades of big-box development.

Will Overbrook Farms ever become a local historic district? The Inquirer reports that Deputy Mayor Alan Greenberger is asking the Historical Commission to table the Overbrook Farms decision. PlanPhilly’s Jared Brey reports that Councilman Curtis Jones says he’s now opposed to the designation. Overbrook Farms was on today’s Historical Commission agenda and PlanPhilly’s JoAnn Greco will be at today’s meeting, so stay tuned.

Is the Keith Haring mural in Point Breeze at risk? Curbed Philly notes that the house it’s on has been sold, and although the building has scaffolding out front, it appears that no work is being done on the mural. That and Jane Golden is on the case. But Naked Philly reports that workers have stuccoed over part of the mural and it’s suffering from construction-related damage.

The Pennsylvania State House passed green building legislation, reports the GPIC HUB blog.  If passed in the Senate, the bill would require state building construction projects to meet minimum green design and energy-efficiency criteria.
