Pa. bikers seek to tighten learner permit rules

    Scores of motorcyclists descended on the Pennsylvania Capitol to demand a tightening of rules for learner’s permits.

    Monday’s rally is an annual event sponsored by the ABATE, or the Alliance of Bikers Aimed Toward Education.

    The 150 people who participated in this year’s event were dwarfed by the large rallies that culminated in the repeal of Pennsylvania’s mandatory helmet law 10 years ago. Under current law, experienced bikers 21 and older may ride helmetless, as can their passengers who are at least 21.

    ABATE lobbyist Charles Umbenhauer says the group is backing a bill to limit the issuance of learner’s permit to the same person to three within a five-period.
