Campaign finance reports filed last Friday revealed that mayoral politics are not immune to the effects of the landmark Citizens United ruling, with independent expenditure groups spending millions of dollars in support of their candidate of choice. That said, Philadelphia’s own finance rules had some mitigating effects on the influence of PACs and other outside organizations.
