In the 2026 midterm elections, New Jersey voters will decide who will serve as U.S. senator for the next six years. U.S. House of Representatives seats are also on the ballot.

Here’s everything voters need to know about the race for the 4th Congressional District seat, which represents parts of Monmouth and Ocean counties, from who’s running and what’s at stake to where the candidates stand on key issues and beyond.

What’s at stake in the race for the 4th Congressional District seat?

Representatives in the U.S. House serve two-year terms in Congress, where they make and pass federal laws. Among other duties, representatives introduce bills and resolutions, offer amendments and serve on committees.

All 435 seats in the U.S. House are up for election. The magic number to win a majority is 218. Republicans currently control the chamber by a 218-212 margin over Democrats. California Rep. Kevin Kiley is an independent who caucuses with Republicans. There are currently four vacant seats in the House.

What to know about Republican incumbent Rep. Chris Smith

U.S. Rep. Chris Smith, 73, grew up in Iselin, New Jersey, and currently lives in Manchester Township in Ocean County. He’s married and has four children. He graduated from Trenton State College, now the College of New Jersey, and worked for a family-owned sporting goods store in Colonia. He was elected to Congress in 1980 and has held the seat since.

During his time in the House of Representatives, Smith’s focus has been on foreign affairs, human rights and support for veterans. He is currently the senior member of the House Foreign Affairs Committee, he chairs the Congressional Africa Subcommittee and he’s the co-chair of the Tom Lantos Human Rights Commission and the Congressional Executive Commission on China.

Smith has authored 50 bills during his time in Congress, including legislation protecting victims of human trafficking, supporting autism reach and treatment, and he authored multiple bills to help veterans and their families, including the Gold Star Families Voices Act of 2016. He has also sponsored legislation to promote human rights and international religious freedom.

What to know about Democratic challenger Rachel Peace

Rachel Peace, 34, is a single parent of a 5-year-old who grew up in Brick Township and currently lives in Wall Township. She owns a communications business that works primarily with nonprofits on thought leadership, media relations and content strategy.

This is the first time Peace is running for political office, but in recent years she said she has been active in speaking out about health care policy, looming cuts in Medicaid and Supplemental Nutrition Assistance Program benefits, also known as SNAP, as well as rising housing costs.

“While I’m not a politician, I’m not an establishment candidate,” she said. “But I’ve definitely put in the work to make sure I understand the issues that people are facing, and how to translate those issues in a way that regular people understand.”
