On Wednesday, President Obama asked Congress for war powers authorization. He sent lawmakers a formal Authorization for the Use of Military Forces request to fight ISIS that would be limited to three years and not involve “enduring offensive ground forces.”  Now lawmakers will debate U.S. action against the militant group and the president’s wartime powers. This hour we examine the request, the reaction  in Congress, the history war powers resolutions, and the strategy for fighting ISIS.  Marty talks with PETER SPIRO, professor of law at Temple University’s Beasley School of Law and DOMINIC TIERNEY, Associate professor of political science at Swarthmore College and a senior fellow with the Foreign Policy Research Institute.
