PSPCA confirms animal hoarding case in Frankford

The PSPCA Thursday confirmed to NEast Philly a case of animal hoarding reported earlier this week in Frankford.

Ruth Bogdan, 61, of the 1600-block of Granite Street, has been charged with four counts of animal cruelty. “Fifteen live cats and four dead cats were removed from the property, the PSCPA’s Wendy Marano said.  “Every room of the house was covered in animal waste. In addition, there was no running water in the property.”

The cats found alive will be checked out to ensure their health.
