Housing Authority nearer to settling another sexual harassment complaint

    The Philadelphia Housing Authority could pay twice what it offered last year to settle a sexual harassment complaint against former Executive Director Carl Greene.

    If the $500,000 settlement for Elizabeth Helm is accepted, PHA will have settled four complaints, to the tune of $1.2 million.

    A report in today’s Inquirer says it was Helm’s allegations that exposed the series of complaints against Greene, who was fired last year after it was revealed the agency had paid nearly $650,000 to secretly settle three complaints against him.

    HUD Deputy Secretary Estelle Richman will review the settlement Friday in her role as PHA commissioner.
