LIVESTREAM: Gov. Carney delivers State of the State-type address

One week after delivering his first budget proposal, Gov. John Carney will address a joint session of the Delaware General Assembly. 

As the incoming governor in January, Carney did not deliver a State of the State Address in January. While this afternoon’s address to a joint session of the General Assembly is not technically a State of the State, Carney is expected to hit similar notes to that type of speech. 

Carney presented a budget plan to lawmakers last week. Carney called that proposal, which includes tax and fee increases and plenty of cuts, a budget of “really tough decisions.” Lawmakers will likely hear plenty of details about what went into those budget decisions. Carney said his budget addresses a $385.5 million deficit and an imbalance of revenues and expenses, is a 0.29 percent growth from the current budget.
