Five-year-old boy struck and killed by vehicle in Dover

A five-year-old boy has been struck and killed by a vehicle in Dover. 

Police say the youngster was trying to cross Harmony Lane in the Walker Woods neighborhood Saturday afternoon to get to his grandfather’s house when he was hit by a southbound vehicle.  The boy, Hakeem Hannibal-Briggs, apparently walked out from behind a vehicle that was illegally parked.  The boy was treated at the scene, then taken to Kent General Hospital where he was pronounced dead a short time later.  No charges have been filed against the driver, who indicates he or she never saw the child before the impact.  The owner of the illegally-parked vehicle received a ticket for parking on the sidewalk.  The investigation is continuing.
