Drown what in a bathtub, exactly?

    It was Grover Norquist, the man who induced an entire herd of elephants to sign his no-tax pledge, who first expressed a desire to shrink government to a size so small he could drown it in a bathtub.

    Congressman Paul Ryan’s budget would actually do it. It would turn medicare into a voucher system, turn medicaid over to the tender mercies of the states, repeal Obamacare and the financial industry reforms, and minimize the federal role in job training, education, and medical and scientific research.

    How many elections will it take to drown these ideas in a bathtub?
