Chester County names Recorder of Deeds as new commissioner

    After 39 applications, one withdrawal and seven interviews, the Chester County Board of Common Pleas Court judges has selected the county’s new commissioner.

    Ryan Costello, the recorder of deeds, will replace former Commissioner Carol Aichele, who’s now serving as state Secretary of the Commonwealth under Pa. Gov. Tom Corbett.
