Delaware State Police have made an arrest in the killing of a taxi driver found dead in his cab last month.

Forty-five-year-old William Toomey’s body was found Aug. 20 after a passer-by reported a suspicious taxi. Toomey had been strangled.

Police arrested 23-year-old Joshua Dutton on charges of murder and possessing a deadly weapon. Dutton, who police described as homeless, is being held without bail. It’s unclear if he has an attorney.

Police say Toomey picked Dutton up on Coastal Highway in Rehoboth Beach around 7:45 p.m. Aug. 20, and that they drove to a secluded area west of Millsboro.

Police say Dutton took off a belt he was wearing and used it to strangle Toomey from behind. Toomey’s body was found in his cab less than three hours later.
