The ongoing investigations of the Philadelphia Housing Authority

Since Carl R. Greene was fired from his post as head of the Philadelphia Housing Authority (PHA) late last summer, the agency has been under investigation by the U.S. Departments of Justice and Labor and the Department of Housing and Urban Development (HUD). HUD, which is headed by former Philadelphia Managing Director Estelle Richman, took temporary control of PHA earlier this month forcing the resignation of its board chaired by former mayor John Street. Charges against PHA under Green’s tenure included legal expenditures which according to a federal audit released by HUD last week were “outrageous and excessive.” We’re joined in this hour of Radio Times by HUD chief operating officer and former Philadelphia Managing Director ESTELLE RICHMAN and interim PHA director MICHAEL P. KELLY to talk about charges against PHA and recommendations for reforming the troubled agency.
