The senator is touring the newly constructed Bayhealth Emergency Center in Smyrna. The eight-bed facility opened in early December and is a 24-hour emergency department equipped to treat a wide variety of medical issues.

Afterwards, Carper will address attendees at the U.S. Naval Academy Alumni Association luncheon in Dover. The senator is a former naval flight officer who retired with the rank of captain in 1991 after 23 years of military service.
