Second U.S. board investigating NJ Transit dispute with unions

President Barack Obama has signed an executive order that creates a second emergency board to investigate the dispute between New Jersey Transit and its labor unions.

A three-member board will be established Friday to submit a report to Obama 30 days after final offers are submitted. Congress can impose a contract if there is no agreement.
