An open congressional seat is a rare thing in politics, and U.S. Rep. Allyson Schwartz’s decision to run for  governor rather than seek re-election has touched off a spirited battle among four Democrats for the party’s nomination for Pennsylvania’s 13th Congressional District seat in Northeast Philadelphia and Montgomery County.
