Dover driver arrested in rape of 16-year-old rider

Stephen Steele, of Dover, is accused of sexually assaulting a 16-year-old girl last month.

Dover Police arrested the 43-year-old Wednesday.

Police say Steele was a driver for Universal Transportation Service, a car service based out of Smyrna, and was driving the teen from a doctor’s appointment. 

On the way back from the doctor’s, police say, Steele drove the victim to Country Village Apartments in Dover and raped her inside one of the apartments.

Because the suspect was responsible for the victim during transport, Steele has been charged with Sexual Abuse of a Child by a Person of Trust, in addition to rape.

Steele’s in jail on a $210,000 secured bond.
