‘Black Madam’ held on $10 million bail in Germantown buttocks-implant case

Padge Victoria Windslowe, the 42-year-old woman arrested Wednesday night for allegedly hosting illicit buttocks silicone-injection “parties” in Germantown, was arraigned and ordered held on $10 million bail on Thursday.

Windslowe, also known as the “Black Madam,” is suspected of performing a botched procedure that landed a 23-year-old woman in Lankenau Hospital when the injected silicone made its way into her lungs on Feb. 19.

Windslowe was arrested after police learned another “pumping party” was scheduled for Wednesday night.

After seeing her walk into a East Pastorius Street property with a “bag of tools,” they raided the home and arrested her, police said.

Police are also seeking to charge her in connection with the Feb. 2011 death of a 20-year-old British student on whom a similar injection procedure was performed at the Hampton Inn near Philadelphia International Airport.

The District Attorney’s Office announced Thursday that in connection with the recent case, Windslowe was charged with aggravated assault, simple assault, recklessly endangering another person, possession of an instrument of crime, deceptive business practices and theft by deception

Windslowe is scheduled back in court on March 13.
