Authorities capture Toms River man sought in attack on woman

Authorities say they’ve captured a southern New Jersey man who allegedly kidnapped and repeatedly attacked his girlfriend earlier this month.

Rozel Foster, a 21-year-old Toms River resident, was arrested Saturday at a home in the Ocean County community where they were conducting surveillance. Bail was set at $200,000 for Foster, and it wasn’t known Monday if Foster had retained an attorney.

Authorities say Foster repeatedly assaulted his 20-year-old girlfriend by punching, slapping, pushing, biting and strangling her over several days. They say the woman tried to leave “several times,” but Foster allegedly would assault her again and lock her in a bedroom.
