With the new Congress sworn in, debate is underway about the best way to balance the federal budget and reduce the federal debt.   There are a number of debt reduction proposals out there, all pointing to different areas in the budget to cut, including,  defense, Social Security, Medicaid, and Medicare.  Since the federal budget is going to be such a key area of debate this spring, we thought we would take a closer look at how it all works – the process and the politics behind the federal budget.   Our guest is PHILIP JOYCE, a Professor of Management, Finance and Leadership at the University of Maryland.
