A battle between a big-time developer and a Philadelphia City Councilman recently went to court – over a fight about a long-standing city tradition. At the heart of the spat between developer Ori Feibush, and Councilman Kenyatta Johnson was the common practice of “Councilmanic Prerogative,” in which a District Councilperson decides whether or not development projects move forward. “Councilmanic Prerogative” isn’t codified in any law, yet it continues to play a role in the city’s development including where casinos are located. We’ll discuss concerns about the practice with LARRY PLATT, founder and editor of The Philadelphia Citizen.
