Traffic court judge in Philadelphia arrested

A Philadelphia traffic court judge has been arrested, after being named in a fraud indictment.  The document was unsealed today — charging the judge and and two others.

The indictment charges Philadelphia Traffic Court Judge Robert Mulgrew in a scheme to defraud the Pennsylvania Department of Community and Economic Development.

Mulgrew and a Pennsylvania State Representative administrative aide are accused of a scheme to fraudulently receive and misuse Pennsylvania state grant funds awarded to non-profit groups.  Between 1996 and 2008, the Department of Community and Economic Development awarded hundreds of thousands of dollars in grants to two community groups they were connected with.
