With the pomp and circumstance of an email blast, mayoral candidate Tony Williams released a policy paper on “governmental and campaign ethics [which] focuses on transparent, citizen-centered government, enhancing integrity and ethical government standards and continuing campaign-finance reform” on Monday.

The seven-page paper (PDF) cites his “record on transparency, ethics and campaign finance.” It also maintains that, among other things, Williams will:

— Fully implement performance-based budgeting,

— Push to make the Inspector General permanent in the City Charter,

  • WHYY thanks our sponsors — become a WHYY sponsor

— Create and implement a whistleblower policy for city employees,

— Require making independent expenditure donors public and

— Explore public financing of elections.
