Technical violations fuel Philadelphia’s jail overcrowding



Philadelphia is committed to shrinking its county jail population. But that effort may be undermined by the increasing percentage of inmates who are being held on so-called “detainer orders,” often stemming from technical violations of probation or parole. reporter Ryan Briggs examined the situation recently and joined NewsWorks Tonight host Dave Heller to take a closer look.
