Obama to chop down more Cuba barriers, but is Havana ready?

President Barack Obama is ready to chop down decades-old barriers that have kept Americans and their money out of Cuba. Getting Cuba to do the same could be much harder.

Cuban President Raul Castro’s government is hungry for dollars but wary of American influence. It has yet to signal it’s willing to take the needed steps to allow U.S. commerce and tourism to return, even as the Obama administration prepares to allow more Americans to travel and authorize businesses to open up shop.

That critique of Obama’s peace-making with Cuba has gained fresh relevance ahead of his trip starting next weekend. Opponents say the changes reward a government that hasn’t showed seriousness about opening up its economic system, not to mention improving human rights.
