Two Air Force members charged with repeated sexual abuse of 15-year-old girl at Dover base

Two active duty members of the Dover Air Force face federal charges after being accused of repeatedly having sex with a 15-year-old girl in their dorm at the base — where she allegedly lived on and off for several months last year.

The March 31 arrest of the airmen was announced Friday by the U. S. Attorney’s Office for Delaware, which also released criminal complaints that detailed a host of sordid activities at the base best known as the military installation that receives the bodies of service members men killed in action.

Airman First Class Dalian Washington, 25, of Philadelphia, was charged with sex trafficking of a child and sexual abuse of a minor. Airman First Class Akeem Beazer, 21, of Pompano Beach, Fla., who allegedly had sex with the girl on and off the air base, was charged with sexual abuse of a minor.

According to criminal complaints written by FBI agent Christopher Lake, Washington told authorities he and Beazer knew the girl was 15 when they first had sex with her. Beazer, however, said she told him she was 16 on the third time “they met,” the complaint said.

Federal law prohibits an adult within the territorial jurisdiction of the United States, as the Dover Air Force Base is, to have sex with someone who is under the age of 16 and at least four years younger.

Washington and Beazer, who have waived their rights to preliminary and detention hearing, will remain in federal custody pending further court proceedings. If convicted, Washington faces a mandatory minimum sentence of 10 years in prison and a maximum of 20 years. Beazer faces up to 15 years in prison.

‘It was OK, but they couldn’t tell anyone’

The airmen’s alleged sex crimes were detailed in 11-page criminal complaints filed in U.S. District Court in Wilmington. Parts of the complaints were redacted, including the name of a man described as the girl’s “pimp.”

The investigation began last month after the girl told a social worker “that over the course of several months,” during which she turned 16, “she stayed on the Dover Air Force Base and had sex with service members there,” the complaint said. Her disclosure led to investigations by the U.S. Air Force Office of Special Investigations, state police and FBI.

The girl told investigators on March 16 that she ran away from home in September and met a man who “offered to hook her up with a friend who was in the Air Force “but that she would have to have sex with him,” the complaints said.

She said the man called Washington, who picked her up at the Delaware Division of Motor Vehicles building. Washington gave the man about $15, she said.

Washington took the girl to his barracks at the air base, where they had unprotected sex, the complaint said, and she stayed there “on and off for the next several months.” Washington also introduced her to Beazer, known as “Woody,” who also had sex with her several times, the complaint said.

The airmen bought her food from the base dining hall, the complaint said, and when she was “particularly hungry, she would contact Beazer and ask him to bring her food.”

She told investigators she told Washington she was 15 when he first picked her up, and he “told her it was okay, but that they couldn’t tell anyone.”

‘Continued to have sex with’ 15-year-old

Investigators interviewed both airmen on March 29 after they waived their Miranda rights, the complaints said.

Washington said he met the girl through a man who has a child with a woman he was dating. The woman did not want to have sex with Washington but “told him she could get him someone,” the complaint said.

The man told Washington he knew someone who was “trickin” and if Washington gave her $20, they would be “good to go.” Though Washington told authorities he had never done “that” before, he said he gave the man $20, “but I didn’t feel right just doin’ that so I got to know her first.”

The girl first told him she was 18, Washington said, but later said she was 15 and would turn 16 in October. That disclosure came after the second time they had sex but that afterward he “continued to have sex with her.”

Washington also said Beazer told him the girl said she was 15 and both airmen “talked about how having sex with her wasn’t a good idea.”

Though the girl said the first sexual encounter occurred after she ran away in September, Washington said they first had sex in August. He initially said they only had sex once with her in his base dorm room, but later admitted it occurred there “around three or four times” and up to six times total. The complaint did not specify the other locations where Washington said he and the girl had sex.

Washington never gave the girl money directly, he said, but described the man who introduced them as her pimp, saying he was “tricking [her] off.”

The girl sent Washington naked pictures and he sent one of himself to her, the complaint said. He also made a video of one sexual encounter on his cell phone, and transferred the clip to his computer, the complaint said.

Sex in airmen’s dorm, and off base

Beazer told authorities he met the girl outside a Safeway supermarket after receiving a Facebook message “asking him for help” from someone he didn’t know. He then received a message from Washington, asking him to pick up the girl.

Both airmen went to the Safeway, where they found the girl “crying and saying she had run away from her dad’s house.

Beazer took Washington and the girl back to Washington’s room. A couple of days later, Washington asked Beazer to get the girl food and when he arrived at the dorm room, he found her naked. So he gave her some of his clothes, and got her food from the base bowling alley and took her to his room on the base.

Beazer told authorities he was playing video games with others and when he turned around, the girl was naked in his bed, so they had sex. They had sex another time in Washington’s room and three times off base.

Once was at her father’s house on New Year’s Eve, where he could see that she was pregnant. The girl and Beazer also had sex at a motel in Newark, the complaint said. That time he gave her $60 but insisted it wasn’t for sex. On a third occasion they had sex in his car, which was parked on the side of the road.

Beazer said the girl told him he was 16, after the third time he “met her.” He said he knew the month when she turned 16, but not the “exact date.”

On the same day the airmen were interviewed, authorities found a Baltimore Ravens shirt the girl said she left in Washington’s room in his barracks, as well as the sex video he said he recorded and 157 naked images of the girl.

The FBI is asking anyone with information about the call the agency at (410) 265-8080.
