    Cell phone distraction is blamed for last summer’s fatal Ride the Ducks boat accident on the Delaware River. Tom MacDonald has the story about the National Safety Transportation Board’s findings on the accident. Susan Phillips reports on Philadelphia’s decision to allow an independent party to monitor police stops. The decision comes after the city settled a lawsuit challenging the “stop and frisk” procedures.
