The “South Philly stoop lady” corners WHYY senior political reporter Dave Davies at a South Philadelphia restaurant after persuading his waitress to take a break. Patsy’s hairdresser Dolores has her wondering what the heck independent expenditures are. Davies explains how super PACs are used to give support to candidates “independent of the candidate’s knowledge” to get around campaign finance laws.

“So, it’s cheating,” concludes Patsy, as she theorizes how her neighbors could help her run for mayor.
