Upper Holmesburg neighborhood plan presented to PCPC

Upper Holmesberg residents have created a goals and strategies report detailing the future they want for their neighborhood.

Highlights, which were presented to the planning commission Tuesday by neighborhood planner Ian Litwin, include a new park at the corner of Frankford Avenue and Pennypack Street and a new housing development to replace the now demolished Liddonfield Homes development.

The land is under the control of the Philadelphia Housing Authority, Litwin said.

The former development had no through-streets and was cut off from the rest of the neighborhood. Residents want neighborhood streets to pass the whole way through the new development. Upper Holmesberg residents also want as many homes as possible to be occupant-owned. PHA has received this input, and it will soon be issuing an RFP for a new housing development. Twelve of the acres at the site will be dedicated to housing, Litwin said, while 20 will be dedicated to recreation and sports, probably with a large indoor sports facility that would be privately developed, Litwin said.

Upper Holmesberg residents also told planners that their neighborhood needs senior housing of any variety.
