    This update from Tom MacDonald at the tow truck oversight hearing in city council:

    Philadelphia City Council’s Rules Committee is continuing to amend the rules regulating tow truck drivers with the goal of cutting down on the practice known as “wreck chasing”  where drivers bread road rules to get high dollar cars to take to repair shops for a fee.

    Councilman Jim Kenney is optimistic the new rules will cut down on the recent violence connected with the practice of wreck chasing.  He says the regulation of the towing process has been more than a decade in the making and refining.

    The Philadelphia Parking Authority will be responsible for enforcing the new regulations under the bill.
