Every system has its flaws. But when it comes to vacant and abandoned property in Philadelphia, there are sometimes more problems than answers. Despite a push by Mayor Michael Nutter’s administration to solve the decades-long dilemma of coming up with a single, citywide system for dealing with such properties, the processes that are actually in place remain inconsistent and riddled with complications.
