Every system has its flaws. But when it comes to vacant and abandoned property in Philadelphia, there are sometimes more problems than answers. Despite a push by Mayor Michael Nutter’s administration to solve the decades-long dilemma of coming up with a single, citywide system for dealing with such properties, the processes that are actually in place remain inconsistent and riddled with complications. But even as the city tries to think big, City Paper has discovered one example of a small problem, with big consequences, that’s gone unsolved for … well, nobody really knows how long.
