Philadelphia Prisons Commissioner faces gender discrimination allegations

    In the last week, two allegations against Philadelphia’s prison system have been made public, both accusing Commissioner Louis Giorla of gender discrimination.

    A lawsuit filed by Harriett Spencer and a formal complaint filed by Joyce Brown Adams both allege they were passed up a shot at the deputy commissioner position in 2009 when Giorla instead hired a less qualified man, Clyde Gainey, got the job.

    City Paper has brought attention to both cases, speaking with attorneys for both women. Gainey, and the city have not yet commented.
