Philadelphia Housing Authority board cedes authority to HUD for one year

    The Philadelphia Housing Authority board announced today it will cede authority to the department of Housing and Urban Development for one year, WHYY’s Tom MacDonald reports.

    They really, really didn’t want to resign.

    HUD Chief Operating Officer Estelle Richman, who’s formerly headed Pennsylvania’s Department of Public Welfare and was Philadelphia’s director of social services, will take over the board’s functions, and interim Executive Director Michael Kelly will remain in place.
