    Williams, who becomes Pennsylvania’s first African-American D.A., says he’ll make wholesale changes, including moving the office forward technologically.

    Williams: The defendants, the criminals, they have the latest weapons, they have the latest technologies we have to stop playing catchup and catch them by finding ways to use technology.

    Williams says he will also try to speed trials and put assistant D.A.’s into neighborhoods to help on the grass roots level.
