New 24th District police captain has a ‘vision’ for improving quality of life

    No doubt it’ll be an uphill battle for Charles Vogt. He’s the new captain of Philadelphia’s 24th Police District, which covers parts of Kensington, Port Richmond and Juniata, and ranks high in the department’s gun violence stats.

    City Paper has a profile today on Vogt, who is now tasked with cleaning up the infamous “Needle Park” at McPherson Square and the rampant drug dealing beneath the El.

    He’s got a “vision” that involves increasing police presence and community interaction.
