Neglected properties a thin barrier for neighbors, drug users

    What’s it like to live next to an all-but-forgotten property? Neighbors on the 300-block of Tusculum Street in Kensington say their block that faces a railroad track is at the mercy of the drug users who take cover there.

    In the first in a series, CityPaper and PlanPhilly talked to those who live near what goes far beyond being a nuisance property. The train tracks that provide a haven for drug users have become a prison from which block residents say they can’t espace.
