House returns with budget deadline looming, no vote on tap

The Pennsylvania House of Representatives is returning to session with the fiscal-year deadline ticking down and no budget vote scheduled.

Monday leaves less than two weeks before the 2016-17 fiscal year begins July 1.

The Republican-controlled Legislature and Democratic Gov. Tom Wolf are trying to avoid a repeat of last year’s record-setting budget stalemate that forced school districts and social services organizations to lay off employees or borrow money to stay open.

Wolf’s press secretary said the governor met with House Democratic leaders Monday morning. Negotiators went into the weekend with numerous issues outstanding, including how much to spend and whether taxes should go up to pay for it.

Wolf is seeking to wipe out a damaging deficit and close huge funding inequities between wealthy and poor school districts.
