Delmarva Power issues refund for unapproved higher rates

    Delmarva Power rolled the dice when it began charging customers higher rates while waiting for the approval to do so.

    No such approval came, so the gas and electric provider will begin refunding customers.

    As Mark Eichmann reports for NewsWorks, customers will start to see their share of the $11 million refund as early as this week for rate overcharges dating as far back as February.
