Butkovitz finds $1.3 million in overpayments for prescription drug benefit plan

    The office of Philadelphia City Controlled Alan Butkovitz has released its FY07-09 Office of Human Resources and Civil Service Commission audit, which uncovered $1.3 million in overpayments for the city’s prescription drug benefits plan.

    Though the mistake was realized and corrected, Butkovitz’s report finds inadequate reviews in the department led to the error. Ultimately, the office failed to “review and compare advance payments for employee prescription drugs made through the Prescription Imprest Fund with the actual costs of these drugs outlined in follow-up invoices.”

    The department also had trouble finding 15 estimated invoices and 12 actual expenditures when requested for inspection.
