Backstory: Allegations of voter intimidation in 2008 still echo

    Dave Davies and Chris Satullo relive a moment from the recent past: the 2008 presidential election, when an incident at a Philadelphia polling became a national story, and a rallying cry for Republicans who say the city is full of election tampering and fraud.

    Videos of the incident, one shot by a student from the University of Pennsylvania, the other by Fox News with a report from correspondent Rick Leventhal, went viral, sparking a debate about the incident and the involvement of the New Black Panther party.

    No evidence of voter intimidation was found. The U.S. Justice Department did not file a criminal case, but there was a civil case against the two men and the Black Panthers.
