Cecelia Thompson wants neighborhood residents to have a meaningful say in what happens to closed school buildings in their communities. Take the shuttered Beeber-Wynnefield Annex, just three blocks from her home in West Philadelphia. It’s one of eight buildings the District is putting on the market, aiming to raise $10 million toward its $629 million budget gap.
