The 42 states that have a lottery use the money differently – some use the proceeds to fund government, churches and universities. The Pennsylvania Lottery is the only state that uses all its proceeds towards programs for older residents. In the hopes of having the rest of one’s life paid for by one ticket, Americans spend billions of dollars a year playing Dailies, Multi-State Games, Quick Picks, Instant Games and others. Journalist MATTHEW SWEENEY looks at the history and patterns of the American Lottery in his book, “The Lottery Wars.”
