What should lame duck Council members do before their terms end?

This January, Philadelphia City Council will welcome six new members – a lot of turnover for a legislative body that tends not to change very much. But the six folks they’ll be replacing still have a month and a half left. Plenty of time to get stuff done. And being a lame duck can be a great opportunity to good stuff done. There’s less political pressure when you’re not worried about the next election, or about keeping your fellow Council members and politicos happy. So It’s Our Money got to thinking: What are some crazy, out-of-the-box things that lame duck Council members could try to make happen before they walk out of City Hall after New Years?
