Police say the 22-year-old was sitting in the backseat of a 2010 Buick Lacrosse when he pulled the trigger. They say another family member was also in the car.

The shooting snarled traffic for hours. The expressway’s eastbound lanes remained closed until about 7 p.m. The westbound lanes reopened around 8 p.m.
