Philadelphia man turns Taser on Delaware trooper

State Police say 31-year-old Hughie Cooper shocked a female trooper during an altercation in Dover Thursday morning, literally.

Police were looking for Cooper after getting a 911 call for a report of a suspicious person in the 2000 block of Chestnut Grove Road around 9:40 a.m. Thursday.  Cooper matched the description of the suspicious person, and police say, he ran once he saw the trooper’s patrol car.  The trooper found Cooper in a wooded area with his hands under his shirt.  After not getting a response to her commands for Cooper to show his hands, the trooper shot her Taser at him, briefly subduing him.

As she was trying to take the suspect into custody, police say Cooper grabbed the officer’s Taser and used it on the trooper, giving her a slight electrical shock, but not incapacitating her.  She was able to break free from the scuffle and put Cooper in handcuffs.

Cooper faces a number of charges including assault on a law enforcement officer, resisting arrest, and criminal trespass.  He’s being held on $10,500 cash bail.  He was taken to Kent General Hospital for treatment of an unspecified injury.  He’s now behind bars at the Vaughn Correctional Center in Smyrna.
