Meaningful reforms to address the problem of sexual assault in the military would take prosecutorial descretion out of the hands of commanders and put it in the hands of trained prosecutors.
The military is fighting such reforms, saying it would degrade their famous order and discipline.
With 26,000 assaults in the past year — and 500,000 since 1991 — we can only assume that “order and discipline” are successfully camouflaged as “tolerated mayhem.”
