News from SCRUB: Digital Signage- I-95 Expansion- Zoning Code- Updates

Councilman DiCicco introduced two new bills that could accelerate billboard proliferation in Philadelphia, and increase the numbers of intensely bright and dangerously distracting digital billboards. Rules Committee Hearings have not been scheduled.

· Bill 100552– Philadelphia sign controls prohibit billboards in Old City, near the Ben Franklin Bridge, and near residences and churches. Councilman DiCicco proposed legislation to allow a developer to bypass these protective laws by essentially converting a wall that faces the Ben Franklin Bridge into a 1200 sq. ft TV screen. Old City Civic Association and local residents are strongly opposed.
· Bill 100553– Grants special consideration to billboard owners whose structures were or in the process of being removed by PennDOT as part of the expansion of I-95. The bill, written by Steen Outdoor Advertising, would allow non-conforming billboards to be rebuilt in areas where billboards are strictly prohibited as a matter of right. These areas would include residencies, parks, schools, and regions near existing billboards. Residents living in the affected neighborhoods(I-676 to Cottman Avenue) are strongly opposed.
